My kids attend a Montessori school which generally does not assign homework. What homework they tend to get in the elementary levels is a packet of assorted reading and math that they have an entire week to do at whatever pace works for them. My son’s homework is optional and he always opts out.
First off, I don't think it's terribly important how you keep track of consequences. It's just important that you do.
